That's probably because the file is not recognized as a downloadable file by
your browser. So, instead of downloading the file, your browser tries to display
it on the screen. I've never used IE, but see if you can click on the link and
keep the button down. In Netscape, after a few seconds, a popup menu appears and
you can then select "Save link as...". This starts the download. See if you can
get this in Internet Explorer.
