Neil,
Tap the "New" button to start a new game. The next button is to switch
in 'autoplay' mode. In autoplay, the time advances automatically. The
3rd button is to manually move 1 month forward in time.
To build something, tap once on a tile on the map. Then, if you tap
again on the same tile, whatever is there will be replaced by whatever
you have selected in the "Construction Menu", proven you have enough
funds.
