NTLK Modem Poser

OK, I have a question that has stumped me for the last 24 hours. I did comparison tests between an x-jack Megahertz Cruisecard XJA 3288 @ 33.6K and a Megahertz PC X-jack 3CXM756 @ 56.6K. Consistently, the 33.6K outperformed the 56.6K by being about 50% faster in downloading or sending emails above 20K. I use SimpleMail 3.3 to do this test.

However, the 56K Modem is faster in retrieving web pages via NewtsCape by about 20%. This is also true when doing searches via Hemlock (I guess as much since it uses Newtscape's Web capability).

Could it be the Modem driver? I'm using a Megahertz PC Card 56K driver. Can someone shed some light? Will tweeting the Modem strings improve performance? Or is it my ISP's limitation.
