Take a serious look at newtscape.
I have played with a lot of book tools, any I could get my hands on. Newtscape is definitely the most flexible.
It has somewhat of a learning curve, but once you understand how it works it becomes very easy to do.
I take specific parts of web sites and make them into newton books complete with graphics and contents.
