The FAQ for the Newton Community comes to the rescue (as usual):

http://www.info-newt.com/faq/newton-faq-software.html#VB3

Don't forget to search the FAQ at http://www.info-newt.com/faq/ whenever
you have a Newton question or problem!

If you installed all the necessary pieces, there should be a "Speak Text"
item in the Routing (envelope button) menu in most applications. The
speaking settings and voice are controlled via a prefs item on the [i]
button in the In/Out box.

I find this most useful for the Talking Alarms package that someone
produced that SPEAKS all alarms and alert slips, so you can be reminded
of events without even having to open your Newton. My Newton wakes me up
in the morning.
