As far as I know this is due to the way the Newton memory works and thus
quite normal . At least my UMP 2k behaves the same way. I never encountered
any heap problems while working.

If you install Avi's Backrdop or any other software with heap refresh
function you can always get back your full 400 k by a single tab.
