This applies to both sides. Even that terriblest act doesn't justify
killing innocent (collateral damage, in NATO terminology, IIRC).
Even if I know that it's not easy, we should get in mind, that all we
reclaim for one side also applies to the opponent. And forcing everyone to
the rules and culture of one nation doesn't work. Taking the whole islamic
or arabic world for criminal would high probably be fatal.

As much as it hurts, those terrorists (and only they, not their neighbours
or relatives) have to be punished by a correct judgement, not just killed
by bombs.
