This is the same question I still have,
but I succeeded to erase this special area in memory with a very rude hardware method: by iunserting a defective ROM-PCB and re-inserting the original one. But I really do not recommend this method...

System updates are stored in a special area in the Newton, so that even (I
think) a hard reset won't removed it. I know that there is something you can
do but can't remember right now.
