Actually, it's "Newton Devices". It is the Lantern Datalink Layer. It
is responsible for handling network cards and use them for
AppleTalk/Internet (you need NIE Ethernet Module as well for that).
Newton Devices and NIE Ethernet Module can be found on UNNA:

enetsup.pkg is the DOS name of NIE Ethernet Module and newtdev.pkg
the DOS name of Newton Devices.
