The Mac OS 9 technote states: The Finder creates an invisible folder
called "TheVolumeSettingsFolder" on each writable disk, which it uses to
keep track of information about open window positions, desktop printers,
and other items.

My experience with this folder, as well as the 'Temporary Items',
'Move&Rename', 'TheFindByContentFolder', and 'Cleanup At Startup'
folders, can all be deleted because the Finder will recreate them if they
are not found on the volume. The only thing you may lose is some the
Window locations and so on...
