Uhm, no, because the tools are all for MacOS.

I guess I still don't quite understand what you're trying to do. Do you
want to run those tools on your Windows machine? There is a version of NTK
for Windows, if all you want to do is write pure NewtonScript applications:

http://newyork.unna.org/unna/apple/development/NTK/winntk/

and all the development documentation:

http://newyork.unna.org/unna/apple/documentation/developer/

If you're looking to write more complex programs, incorporating C++ code
(optimized routines, drivers, low-level system access etc etc), *then* you
need MacOS and NewtonDev, as these only run under MacOS. If so, you'll need
to download and setup BasiliskII, the Mac emulator:

http://gamma.nic.fi/~lpesonen/BasiliskII/

In addition to download links to the latest version for Windows, there's
also a lot of tutorials there that should get you started. You can also
get the MacOS 7.5.5 disk image from NewtonDev - this will save you a bunch
of time installing and configuring MacOS from within Basilisk.

Have I still missed the mark?

I knew this. But can I extract the sit on a win machine and go from there?

Tony.
