Two things I have encountered in the past:

1. A beta version of Librarian from Standalone had a bug that would always
prevent the Newton from sleeping. The latest, current version on the SAS
website is fine.

2. If you download/view a page in Newt's Cape and don't close the
application (even if the book itself is closed) Newt's Cape still keeps
control of the NIE and the Newt won't sleep. There is a "Reset NIE" pref in
Newt's Cape that solves this problem, but has a bug in that if you view a
page that's only one "book" page long, it will download but never display.

I think SBM Utilities has a module that will let you view "Power Off
events" which I assume are patches to the default sleep/switch off routine.
If there's something unexpected in the list of "Power Off Events" that
could be what's preventing your Newt from sleeping.
