Apparently this is the "currency mark", though I've never seen it used.

I have to wonder if this is really a good approach.. I wonder whether they
simply replaced the glyph in the fonts, or changed their keyboard handler
software to generate the correct glyph..

That would be convenient.. unfortunately, the actual glyph for the euro
symbol is Unicode 20AC (that circle-with-lines thing is 00A4). You can see
how it would be a problem if you were to try to display any documents from
other sources, or send yours to someone else. If it's possible to
add/change a single glyph in the built in fonts, it would be easy enough to
(as someone else suggested) add a user dictionary rule to map, say, "C=" to
the appropriate glyph, but that doesn't help with the keyboard problem..
Maybe the keyboard can be modified as well, I know it's possible to add our
own-
