Nope, and nope. Setting up a Mac emulator is pretty easy though. In a
nutshell:

1. Download BasiliskII for PC (google to find the download page)
2. Find a 32-bit clean ROM from a 68k Mac (either extracted froma Mac that
you own, or...maybe...downloaded...somewhere...)
3. Download the pre-built MacOS 7.5.5 disk image and NewtonDev disk image
from unna (the two ZIP files):

http://newyork.unna.org/unna/development/NewtonDev/

4. Unzip the files, and configure BasiliskII to use them (use the
BasiliskIIGUI.exe)

5. You now have all of the Newton development tools and documentation
loaded.
