Yes, this is exactly your problem.

I use Basilisk on my work PC (NT 2000 Professional) and here's the routine
I use to install packages through NCU on Basilisk:

1. Browse through My Computer to the directory containing the package.
2. Drag/drop onto a Macintosh folder. Since My Computer is treated as a
separate volume, the Finder will copy the file instead of moving it.
3. Drag/drop onto PackType
4. Double-click the newly typed package. NCU launches and starts to install
once Newt is connected.

Works great for me.
