The white ribbon cable is simply the data link to the LCD - cleaning it
would have no effect on the jaggies (except the possible shifting of the
other contacts). All the information I've seen relates to the digitizer as
the culprit (except the odd claim of software weirdness which is usually the
system soup IIRC).
As most of us no longer (if ever) have access to heated ultrasonic baths, I
have found that liberal doses of inert chemical contact cleaner followed by
enclosing it in a box with silicon desiccant works quite well.
