the short answer in general is no -- there's no palm emulator.

however, if the Palm app is a DOC format ebook,
you can read its data directly and display as a Newton book using PilotDoc
plugin for Newt's Cape.

if the Palm is a Waba(Java) app, you can run it directly on Newton via using
WabaTester along with Newton WabaVM. (or on desktop extract its .class files
using Warp/Exegen and rewrite as a Waba Newton .pkg).
