Oh, well in that case, it's possible the vendor took the hit in the exchange
rate. :-) Personally, I've never been charged a fee for using a Visa here
and only get the normal buck-fifty ATM fee using my Bank card at the ATMs.
The local ATMs (cash points, bankomats) don't charge anything, other than
the not-so-great exchange rates--oh, and sometimes they hold the charges if
the exchange rate is a bit volatile. :-)
