Unfortunately, that is a weakness of the Newton OS. There have been several
utilities made through the years to help overcome all these deficiencies in
the OS, but they all are rather heavyweight. Action Names, DateMan, More
Info, TimeTrax and others all give alarm features to the ToDo list, but they
also consume a lot more resources, and do much more. Right now, they are all
commercial, in other words, pay ware, with the exception of Action Names.
AN, unfortunately, also bypasses the builtin todos, and uses its own soup
and interface for displaying them.

If you don't want to go the route of one of the above, then you can do what
I used to do. If I had a time-sensitive to do, I would create a meeting for
it, with an alarm. Afterwards, I deleted the meeting. This may suffice in
lieu of the heavyweight solution. :-)
