The best I don't know, but Jig is popular and free.

Steve Weyer (the author of NewtsCape) has a few games o n his site that I
believe are free http://mywebpages.comcast.net/saweyer/

Adam Tow's nBattleship is free, and you'll find many much cool free Newton
stuff on his site http://www.tow.com/software/newton.shtml

And there Sean Luke's Waba stuff, again on a cool Newton site
