The developers of NewtsWeather, VisualNewt Software, recently started
making all of their Newton MessagePad software freely available. However,
NewtsWeather isn't among the titles listed:

I've uploaded the only copy I could find in the Newted Community
archives. It's the 0.9 open beta release.

In fact, I'm not even sure if 1.0 was every made public. You could try
contacting Serg Koren and asking if he still has a copy of it around
somewhere. <serg_at_visualnewt.com>
