Maybe I am confused.. I am running OS X, but it launches Classic in
order to load packages to my newt. I am using Newton Connection
Utilities to do this over ethernet. I then have an ethernet to
localtalk box which hooks to my newt. It works fine, I can type on the
keyboard to the newt, copy, cut, paste, load ackages, etc. All but
export/import newtonworks documents as it requires the XTND system
which X is not supporting. Any ideas there?

No need to run the web server, etc. to do all the below folks.
