Thanks for the test.

I'd like to figure out if the problem is between the Newton and the
Mac or on the Mac.

Could you please execute the following command in the terminal once
the server has been started (e.g. when you see the Mac in ZeroConf
browser)

netstat -a | grep 3679

In theory you should have:
tcp4 0 0 *.3679 *.* LISTEN

If you don't (i.e. if you have nothing), it's a problem in the BSD
Sockets implementation. If you do, it's a problem between the Newton
and the Mac.
