I did this recently with my MP120 and NIE 1.1.

You need to run the serial port at 19.2k (alas, I couldn't work out how to
make the NIE ppp go any faster). I duplicated one of the Null Modem modem
scripts in /Library/Modem Scripts and edited it with text pad so that the
serial port works at 19200 bps.

By creating an options file in /etc/ppp you can also specify options for
the ppp daemon, eg, to keep the connection up permanently (that is, to
prevent Internet Connect timing out, which may require you to click
connect on the mac every time the newton wants to connect).

On the newton, I installed Internet Setup and Internet Enabler. I didn't
install the ISP templates. Internet Setup has a Direct Serial 19.2
template in-built. I used it with minor changes: Username, passwd, phone
number are all empty. IP Addresses are all static, I chose unregistered
addresses. The login script is empty, it just reads "Done".

The modem preference on the Newton doesn't seem to matter. You shouldn't
need to download anything modem or null modem related.
