Such a beast already exists in a certain form. Safari is based on
Konqueror, the browser that is a standard part of KDE and QTopia. There
is a distribution of Linux (Familiar, based on Debian) that can run on
most handheld PC's (of the iPaq ilk) and the Zaurus.
