No idea what that is. But there is some advice what to do if this
happens:

Some of the errors in this section are internal
communications stack configuration or operation errors. If
you receive one of these errors, please contact the Newton
Developer Technical Support team.

... well I guess that's not an option anymore ;)!

You can try to run pppd in debug mode (option "debug") and take a look
at the syslog (/var/log/syslog or something like that). It is usually
quite telling.
