Open a file browser window (not Windows Explorer).
Go to Tools>Folder Options...
Click over to File Types.
Scroll through the list to PKG. If it's not there, add it.
Click "Advanced" and then "Change Icon...".
Navigate to NCU.exe.
Several icons should show up. Pick the package icon.

Now, it's been a while since I last used Windows 2000, so those steps might
not be exactly what you have to do, but they're pretty close.
