This is not entirely true.

Microsoft does use "Dynamic Configuration of IPv4 Link-Local
Addresses" to assign an IP address to Windows boxes without a static
or DHCP-assigned address.

This process is described in the above-named IETF draft, and results
in addresses in the 169.254/16 space.

"ZeroConf" is often taken to mean Multicast DNS (mDNS) and DNS Service
Discovery (DNS-SD) in addition to automatic link-local address
assignment. I'm not sure what the Windows support for these protocols
is like.

It's important to note that none of these protocols are official yet.
Their security implications, support for IPv6, etc, will need to be
finalized before the IETF will accept them as standards-track RFCs.
