More than likely, he's having a problem with FrontPage
its self. When you make changes to your site, it
modifies the pages locally, then you can "publish" the
pages up to the web server. FrontPage doesn't use FTP
to transfer files, instead it uses Microsoft's
webfolder technology to transfer across port 80. If
any of the FrontPage extensions are out of whack on
the server, webfolders can become inaccessible.
I suspect that the service (it's probably an apache
webserver with FrontPage extensions...that's usually
the cheapest method most providers offer...they're not
willing to pay Microsoft licenses) needs to be
restarted on the server.
