How can I publish to an XML-RPC filter on a website OTHER than BLogger?

I've set up a cgi script that does the filtering on my website, thru
Blosxom.

I'm not entirely sure how XML-RPC works, which doens't help

Where do I set the host and path and such for XML-RPC on the Newt? I can't
seem to in the connection window.
