[NTLK] resetting the newton

I have been using Dashboard for a while now and have used the "Reset
Newton" item in the menu quite a bit while trying to configure wifi,
bluetooth, etc. However I was wondering what that actually does. Is
"resetting" the Newton the same as "rebooting" it? Am I loosing any
information that the Newton gathers about HWR when i reset it?
