No, CDs are at 44.1khz sampling. If i recall correctly though they can
be mastered at 16 or 20-bit depending on the process (e.g., Sony's SBM
20-bit mastering). I'm not sure about the technology but presumedly
they can go even higher. DATs can be recorded at a sample rate of
48khz.

22khz sounds like FM radio, it's definitely not CD quality.
