Theoretically yes, but you still need to install additional software on the
Newton for it to work. This is commonly known as the "bootstrapping" problem.

Basicially, you'll have to get a serial cable or meetup with a fellow Newton
user who can beam you Neo, Nitro, and IC/VC - with these three packages
installed you can beam packages from Windows to your Newton.
