SCSI Disk Mode is definitely your friend for PowerBook OS installs.

Hook it up to another Mac or an external drive and boot and do the OS
install from there.

Also OS 7.x were pretty portable - a working System Folder could be
copied to another Mac and assuming it didn't require any special
enablers it would just work (assuming the OS folder was 'blessed'
too).
