iTech make some great chargers. IQpac is nice for most people. If you
have lots of packs, go for an iQ5 or an iQ10. I'm hoping to make a
battery holder for these chargers that will fit the MP2x00 battery
packs sometime soon. :)

Measuring the capacity of a battery isn't as simple as a "Good" or
"bad" indicator. The iQ series and other reconditioning chargers will
charge, dischage, charge, and measure the voltage and current under a
second discharge load(or one only, or more, depends on the charger's
programming) and it calculates the capacity and condition of the cell
based on a few criteria over time.
