Norman:

  The configuration you are using is ok. What you will see that Newton sends to you is the connection request package of the MNP protocol.
Newton connects to the NCU using normally three layers:

MNP 5 -> V.42bis -> Newton Protocol

You do not need to implement the V.42bis because it is a compression standard and you can send in your MNP negotiation that you do not want to use it.

You can find a good MNP specification in the appendix of the V.42 error control protocol specification.
