Speak Text Prefs is found within the In/OutBox Application. However...

I didn't find a volume control.

Very interesting.

I found the opposite true on my 2100. System sounds are set at the System Prefs volume (High or Low) and Text-To-Speech is always at (what appears to be) maximum volume.
