Not without jumping through some hoops. I assume you want a true automated
raster-to-vector conversion, and not just a raster image embedded into, lets
say, a PDF file. To do it properly you'll need a tracing program. Two come
to mind:

"AutoTrace" is an open source project with an online conversion page.

"VectorMagic" is commercial software using a very good algorithm, developed
at Stanford, also with an online preview.

Try them both, but be prepared to pay for good results. AutoTrace's
algorithm doesn't really work too well with the small
480x320 at 100DPIresolution of the MessagePad's screen. For example:
