So, I shouldn't be trying to make it work?

Here's what I've done so far:

Installed "Newton Devices.pkg" from here:
http://www.unna.org/view.php?/drivers/ethernet/ne2k

Installed Newton Internet Enabler 2 from here:
http://www.unna.org/view.php?/apple/software/Internet/NIE2/REGPKGS
- both files

Installed:
http://www.unna.org/view.php?/apple/software/Internet/NIE2/ENETSUP
- enetsup.pkg

Using Internet Setup, I duplicated the Network settings on my MacOS X 10.8.4 machine hosting this emulation calling it Home Ethernet Setup and as follows:

Configuration: DHCP Server
Card: PCMCIA Ethernet (tried ethernet combo card too)
Domain name: gcsu.edu

NetHopper didn't like that at all. Then, I tried:

Configuration: Manual
Card: PCMCIA Ethernet (tried ethernet combo card too)
Subnet Mask: 255.255.255.0
Local IP Address: 1-.0.1.2
Gateway/Router Address: 10.0.1.1
Primary DNS: 8.8.8.8
Domain name: gcsu.edu

NetHopper seemed to like that a little better going through the motions to download a page and returning one line of text from it. Another page with much simpler code (no javascript etc.) was faithfully reproduced, functional hyperlinks and all. Perhaps I should be using Newts Cape instead as I understand that it is still being supported.

Doing this has eliminated the error message on startup. Still, clicking on Network yields: "Sorry, a problem has occurred (-48807)." I also created a Unix setup that I probably should delete but I cannot figure out how to do that.

So has this al been an exercise in futility?

I can't even find the page describing it.

I have it running and have installed NetHopper hoping to record the screen for an educational project I am working on. Although I have installed the NE2K.pkg, my NetHopper won't hop onto any address I give it.
