[NTLK] NCX + Mountain Lion (again)

When attempting to unzip, Archive Utility gives me:" Unable to 
unarchive "NCX2.zip" into Desktop".  (Error 1- Operation not 
permitted).
Same when in 'Download's'.
- can someone give me a hint as to what I might do to fix this?
