[NTLK] Newton 2100 startup sound

I wrote a new sound output driver for Linux, for the PulseAudio API.  
It's all the rage.  Also fixed the Jamfile build a bit, wrote CMake 
build for the K libs.  I'm still working on CMake builds for Einstein, 
mostly because I'm learning CMake as I go along.
