You need special Moleskin notebooks for it. The pages are covered in barely visible micro dots that a camera in the pen uses to map your handwriting. The iOS app is called M+ Notes by Moleskin. 

I think the tech is from neoLab, rebranded as Moleskin but they do their own version too, the N2

LiveScribe also make one, the Symphony being their latest version. The N2 and the Symphony also need proprietary notebooks but also capture audio and sync it with your writing for playback in a iOS/Android app (sorry, no Newton app ;-)
