Hello Newton Friends,
Thanks Donald, Dennis, Michael, and Grant for your suggestions on where I can find vintage Mac resources.
To recap for anyone who is searching the archive for vintage Macintosh 68k and PowerPC resources, here's a short list:
68k Macintosh Liberation Army Forms
https://68kmla.org
Low End Mac Vintage groups
https://lowendmac.com/lists/vintagemacs.shtml
Vintage Computer Federation (VCF)
https://www.vcfed.org/forum/forum
68K PPC workspace on Slack
https://68kppc.slack.com/

I was able to find a thread over on 68kMLA that closely resembles my issue. The bad news is that there seem to be multiple causes for the symptoms that I am seeing.
Powerbook G3 266 Wallstreet Fan starts with any power

Cheers,
Alan
