Hummm... I would think that the init string is not fully working, so that
your unit doesn't put itself in receive mode. I don't remember the Hayes
command, but once you send it to the modem, it put itself in auto-receive
mode. Maybe somebody else on the list will be able to provide more
information?
There is a package called "Modem Modifier"

that you could use to modify modem init string.
