There is NewtCard for the Newton from NS Basic Corp.
http://www.nsbasic.com/newton/ which is quite close with HyperCard for
the Macintosh. I don't know HC for Win3.1 but NewtCard is really
powerful. Database with various programming possibilities. There exists
also a stack for exporting data from Newton to the PC, written by Jeroen
Gouluze (sp.?). He was quite active at this list but is now maybe a
listener/reader only.
