Rolf,
I've tried a number of packages on the Newton that claim to allow for this
sort of design. I keep coming back to NewtonWorks Draw Paper.
If you work out a few major prototype shapes in one document, you will be
able to cut and paste to another very easily. Enlarging and shrinking work
well, and you can group the words with your shapes once you type in the
text.
I suggest creating templates for arrows (in each direction) and 3 or 4 major
blocks like decision and output blocks. Edit the template with the full
screen - - you can shrink the drawings later.
Drawpaper is also flexible enough to allow really big drawings and shading.
Good luck!
