NTLK Flat fee for 2100 repairs overseas?

Howdy,

someone I know asked me to inquire whether the
flat repair fee of $180 for 2x00 repairs is
available from countries outside the USA, too.
In his case, Germany.
Anyone knows about this? Is there a url where
he can find terms and conditions, also for how
it works from within the USA?
