No, Packtype is only for MacOS and not for Windows.
On Windows machines the packagetypes are simply identified by the filename
ending. (.pkg)
But that is not the problem here.

There was/is a small tiny utility called "strip.exe" which may resolves some
of the problems related to .pkg files on Windows machines.
