Newt's Cape should be quite usable on MP130,
with the usual caveats about gigantic pages or graphics.
(most of Newt's Cape was developed/debugged on a MP130,
with earlier non-NIE versions developed on MP110)

btw, it's even possible to use Newt's Cape on MP120(NOS 2.0)
for rather slow browsing of small pages.
you can also use it on MP100, MP110, MP120 to "browse" pages
via email proxy (assuming you've got some kind of email access),
or local HTML pages in Notes.
