This is a common malady of the Newton...
I've heard of several reasons for this (I think that
Apple even had a TIL on this (there's a thought...try
Apple's library)
As to my own un-orthadox fix...well, it's not for the
squeamish...What I have discovered is that there is a
flex cable that is preasure fit connected to the main
board. This flex strip will sometimes not make a clean
connection. If I grasp the Newt Firmly at each end and
give it a slight twisting (kinda like in opposite
directions) not much mind you, just enough to give, It
will reseat the flex cable enough to make contact.
this is a temporary fix...a more permanent fix is to
go in your Newt and torque down the screws that clamp
the MB onto the flex cable...but that again isn't for
the squeamish either!

the standard disclaimer...your mileage may differ.
